I have seen lock nuts under the bolt heads and no lock washers. Does anyone know where the split washers are supposed to be located? The nuts I have are self locking but having two methods of security seems redundant? Thanks

I agree redundant however sometime the lock washers were used under the bolt head . It is much more common from what I have seen over the years that a lock washer was not used under the bolt head. Ether way is acceptable in concours. One way is just more prevalent then the other.
Maybe if you provided what car number the car is your working on, an approximate build date at San Jose or at least a VIN near your car we can look at unrestored cars from around the same period and help provide a more focused response to your question.
Remember, photos always help us non-informed!!!
Thanks...
