Very possible that fuel leaking through pinhole in diaphragm or that the valve itself isn't sealing well.  Holley has had quality control problems with PVs last several years.
An indicator of a leaky diaphragm is evidence of wet fuel in the pocket in the carb body where the diaphragm end of the PV lives.  Fuel is sucked through the diaphragm and directly into the manifold bypassing the boosters.

Without a seal on cap, fuel can slosh out upon acceleration, esp. if tank pretty full.  Even if the plastic stops the smell inside, you should of course address this issue.

Yeah - that's the ticket.   Except that spring tension doesn't decrease, the lower vacuum isn't enough to keep spring from opening valve.

At first glance that seems right, but the opposite is true - vacuum would have to get down to 3 or4 before extra fuel added.

The spring opens the valve, the vacuum holds it closed against the spring.  So a stronger spring will open at a higher vacuum and weaker at lower vacuum.  The valve is CLOSED by vacuum at the designated value of the valve.

You probably know this, but jet size will have little to no effect on idle richness.   Of much more importance to idle mixture is fuel level - which usually needs to be lowered from original specs due to the "lighter" quality of todays fuel.   Of course power valve leaks and vacuum leaks can  mess up your idle too.

You will only see a voltage drop at the coil if the points are closed or if the Pertronix is conducting (during the dwell time).   If points are open or Pertronix off no current is flowing and you are simply reading battery voltage.  (No current = no voltage drop).
As far as I know all these cars that used the yellow top coil were meant to have resistance in the battery feed to protect the coil from burning up - that would include the 69's.
Someone correct me if I'm wrong.

It is best if you can tap the switched 12v before the pink resistor wire, if you have a tach you can "Y" off the ign. side of the tach connector.  This will give you clean 12v without the resistance in the circuit.  I have some diagrams but wont let me post:

Is the clicking coming from the headlight switch?  There is a thermal overload breaker inside in line with the headlight circuit.   I believe the tail lights are also on the same circuit.  Try unplugging one tail light or headlight at a time to isolate the short.  It is also possible that after improving all your grounds the circuit is now drawing more current and exposing a weak headlight switch breaker.

Would the judges comment on how they would view the current repro 67 dash pad and if the repro would deserve  a comment or points deduction.  (In light of the fact that used dash pads are findable)?
