Is this a Cobra on this Hauler?  If so, what does anyone know about it?

I noticed that also.  My first thought was a glove of the person who loaded the cars.  But no....

it appears to be the only custom item on this Cobra (for taking part in Ford's Custom Car Caravan)

CSX 2048 did join the Ford Custom Caravan and was red/black with the features this car has, so - I agree it's likely that car.

A little better picture labeled as taken at the Oakland Roadster Show


Interesting car with a mix of features that make it impossible for me to deduce which chassis it might be. Some features no doubt added after first completion.
• Appears to a light blue body color, other than special orders, colors added around CSX2104 I think.
• It is wearing a S1CS-C mascot emblem we think was introduced around CSX2133.
• The grille nacelle area has had all the normally visible wiring moved somewhere and the cavity seems to have been nicely painted all one color.
• Odd custom replacement ornamental nacelle trim replaces the stock grille.
• Rear view mirror style used only very briefly early on.
• Bishop cam and peg steering chassis.

Anybody have a list of participants in the 1964 Oakland Roadster Show?

1964 Cobra owner since 1983, Cobra crazy since I saw my first one in the mid 1960s in Huntsville, AL.

Very cool pic of Ak Miller (center in dark blazer).

As I recall the Ford Custom Caravan of Cars started off early 60s w customs, but by 1964 was centered more around Ak And the Total Performance theme.
On that rig w the Cobra are:
-a Jeffries custom Falcon;
-a Winfield Econoline;
-an Alexander Bros Galaxie custom; and
-an awesome R code 64 Galaxie (note L/W grille).

Have never seen the Alexander Brothers custom Galaxie before. Some interesting design features.
