Is the tire in this auction NOS?   Is the white or cream color paint on the tire?

Just looks like oxidization of the rubber rather than a paint. Basically a slight decomposition of the outer surface that has been exposed to air for a long time

It's easier than that.

The Load Range imprint on the front did not come into use until after 1972, according to TireRack:
"The alphabetical Load Range rating was created in 1972 as a new standard since the cotton-ply rating has become irrelevant."

Bill, Tire rack is mistaken as Goodyear F60X15 Polyglas GT dated 1969 have the load rating on sidewall.
