Actually, a horse takes a S**t so I doubt that would be an acceptable means of transport either.  You folks that live in CA/NJ/NY need to change your law makers.

I can only conclude that the real reason for California's smoky atmosphere, based on the continual legislation and voter support, is from the quantity of weed being smoked. Could this be the same in NJ?
