I think that those jacks were just subject to the mechanics sticking those clear COBRA decals on them when the first batch of decals showed up. They put them on everything seemingly.

Black letters "stenciled" onto a Ford blue, or "princess blue",  painted Heim -Werner 1-1/2 ton jack. Standard "SAI issue" LOL
