Could even be a Rover Mini - but most of those had 12" wheels.

Back in the day when Future Liner buses were a dime a dozen, I watched some fool pay $4 million for one of these at B Jackson a few years back

It was Ron Pratt's. There was some problem with the BJ sale and it didn't get sold "as shown on TV". I think whoever made the last bid didn't have the $ so the second highest bidder got it. The money went to charity so the hammer price doesn't really reflect vehicle value.

Vehicles in parking lot look old enough for this to have taken place when CS was still around.

OVC has been finishing cars for Hillbank https://www.hillbankusa.com/. This was a customer car whose test drive didn't go well.

Also, most dirt track cars have no windows.

That was driven by Dick Trickle. It won so often there was a bounty placed on it by the track to anyone who could beat it.
