Wheel Covers and Wheel Weight interference issue

I mounted my stock steel wheels yesterday for the first time.  When I tried to attach the wheel covers I had an interference with the wheel weights.  I have to assume others have had this issue.  What is the best solution?  Are there thinner profile wheel weights?  Do folks use stick on weights in locations that will not interfere with the wheel covers?  Do you just put the weights on the inner side of the rims?

I think you are suppose to balance them with the wheel covers on, so one would assume we would put weights on back side? phred (covers in the trunk since day -1)

Technical Letter No. 2 that covers the wheel balance issue says to place the weights on the inside of the wheel. Mike
