Agree with others that the earlier picture I posted appears to have the hooks under the shield and last nut. Good thing none of them caught it any of the times it was judged.
In any case here is another picture of a very low mileage 1969 351 W with the hooks left on. Its blown up from a larger picture so sorry the resolution isn't better. The attaching nuts are thin so don't use normally type ones.
Arrows indicate
Red - Washer (painted when engine was painted)
Green - Stud nut (painted when engine was painted)
Purple - Engine hook
Gold - Outer unpainted thin nut
Heat shields location/order does not appear visible - its pretty thin from this angle
