Nate, were these from the Steve Juliano estate, or from your father's personal stash?  Very cool btw, I was going to bid on the lot from Steve's auctions, but I got sidetracked.

 No these i recently found in my basement and i got some nos still in package here somewhere as the ones nate sold were on a showroom car when new. The plates at steve j auction probly came from me years ago as i used to find them in old ford dealerships as ford dealers would order them to show off new models in there showrooms and u will find these in a set of 4 different color combos the year stamped in metal 67 68 69 and other years thick cardboard.
