I do not have the Chassis Assembly Manual for 1966, but the 1967 Manual indicates the steering box and idler arm bolts and "D" washer are steel, not phosphate and oil. Would this be true for 1966 as well?

Same same. If you want to help with maintenance then do a light phosphateon the those washers and bolts. It will not change the appearance to dark like a full treatment yet the phosphate even lightly done will provide a grab on surface for any rust inhibitor product you choose to use . The rust inhibitor will stay on longer.

No 66 manual available. Best to use the 64 1/2 65 version rather then the different body style 67.

You can also use gun bluing repair fluid and a brush or steel wool to touch up or reproduce both phosphate and dark heat treated surfaces depending on how you apply and finish the metal. Then oil or protective coat to keep them from rusting it that is a problem in your region.

Just as a note. I've found the finish of the three steering box bolts and the two idler arm bolts protected inside the frame rails on unrestored Calif cars to be darker (as in hardened) metal finish. If you notice ( not going to post a clip since they are copy written) in the recently released Petersen Pub pictures that were linked on this site, you can make out this difference. Focusing on just 65 and 66's for this discussion
In the picture the tone of the metal is darker than the pittman arm but similar to the center link IMHO
