A friend sent photos of a T-Bar shifter with Cobra Logo. However, I'm unable to identify the year of the shifter because the cobra appears to be 68, 69, 70 but the shift base appears to be 64. Could the shifter be out of a Shelby, Mustang or Torino Cobra Jet or other type of Ford? I'd appreciate anyone's input, thank you.

That is a service replacement handle to replace the similar looking one's used on 68KR and 69/70 Shelby .Someone (not factory) has put it on the shifter handle. The poorly routed out wood around the snake identifies it as such.
