Hi All,
I was wondering if a malfunctioning gage voltage regulator could
cause the gages to read incorrectly i.e. too high or too low.

Yes, I suppose it can as the input is 12V and the instruments need 5V, i.e. the pulses given out should be 5V.

Just had this issue with one of the newer solid state CVR's. Weird thing is it was only affecting the fuel gauge (reading low) but swapping in an NOS OE type CVR solved the problem...

It's very unlikely but theoretically possible. The modern replacements are a nightmare - don't go there expecting success. More likely you have sending units that have been replaced by inferior crap from the auto part store or reproduction parts that are failed brand new.
