Thanks too Dan Case for his description:

With a stamping of "C4OFAL", there are two possibilities. I did not see an assembly tag.

C4OF-AL assembly with tag marked C4OF AL and body stamped C4OFAL:
C4OF-AL = High Performance 289 engines with manual transmission and PCV system in Fairlanes, Mustangs, and Cobras; over the counter option for Sunbeam Tigers. Introduced in new engines at the Cleveland plant about the third week of May 1964.
Late 1964 HP289 Fairlanes with manual transmissions June-July 1964.
Early 1965 Cobras with manual transmissions with engines made mid-May 1964 through August 1964. (Maybe 80 to 100 cars ???)
1965 HP289 Mustangs with manual transmissions and PCV systems on or after June 8, 1964 (earliest car known I think was completed June 12, 1964) through about late March 1965.
1965 HP289 Fairlanes with manual transmissions and PCV systems through about late March 1965.
Any year Sunbeam Tiger over the counter

C5OF-L assembly with tag marked C5OF L and body stamped C4OFAL:
1965 HP289 Fairlanes and Mustangs with manual transmission and road draft ventilation from about August 1964 until about late March 1965.
Some states did not require reduced emissions pioneered by California in 1963 so Ford produced HP289 powered cars for those states with road draft tubes. Some of us believe that Ford made C4OF-AL carburetors and when they wanted some carburetors calibrated for road draft tubes they modified existing C4OF-AL units and installed new tags identifying them as C5OF-L models. The only differences in a C4OF-AL assembly and a C5OF-L assembly was the size of the primary and secondary jets. Both final assemblies were made concurrently August 1964 through mid-March 1965.
