If you'd sent it to me I have dozens....  There is literally no reason a quality carb builder cannot machine his own.

Like I told him, Allstate has them for sale for like $150, but they are iffy and it takes months for parts to arrive.

Is the starter bad? Or is a cylinder full of fuel?

I install them. Just make a bypass notch in the ball seat.
Not using them often makes the action a little too fast.

Check timing and ignition as mentioned.
Fuel leakage is possible, but anything that causes bad combustion can make soot like that

Vent lever and closing link.
And no, Holley does NOT sell the correct parts.
They sell modern versions. Myself and a handful of other folks have them or have them made.
Holley sells "a" vent lever but it is meant for side hung bowls and is made differently than the Ford style.

My point was "if it is a perfect untouched original, why are parts missing?"
I do not know the guy, but when I see something listed as NOS, I think I'd want a closer look before paying so much.

No. Telling people to attain and use such chemicals is not something I would advise. It is also not something that would be feasible for a person to learn unless they are doing 400-500 carbs.
