I was not aware of this. Is that an accurate statement?

If they are referring to these four flat-black looking areas, then I would say no.  Those are not typical on a '67 Shelby.

+1 on the no sound deadener applied directly to the floor before or after the red oxide primer sealer coat

The mis application of the sound deadener is the least of this car's problems if someone was going to spend typical 67 Shelby GT 500 money to buy this car IMO.
