Traction Bar Bracket

I believe the traction bar bracket welded to the frame rail is painted flat black.  Was it masked off when painted, or just painted with overspray?

It was spray painted with no masking after the welding was done so it would not flash rust. I typically use semigloss black. The most important thing is that it is not gloss black IMO.
