How do you build a car today without VINs? They are everywhere on the chassis, engine, trans, even some of the removable body panels have stickers with the VIN.

Now the companies will be tasked with spending $$$ for more guards, stronger fences, pop-up bollards. etc.

Thieves these days don't seem to be concerned about video cameras. So that's no longer much of a deterrent. 

Big mean packs of guard dogs would probably be a better use of funds.

The term "Junkyard Dog" comes to mind. A friend worked at a junkyard in the 60s. That guy had 4 Dobermans that ran around all night. During the day part of his job was to and feed/water them in their pen - they were friendly and he could pet them. When the owner let them out at closing time he was the only one they would not bite.

Back in the 80s I needed some minor body  repair on my 67 gt500 .Body shop had 2 cropped dobies inside their razor wire topped fenced yard.As I left after dropping the car off the owner commented”Now my dogs will have something to do….”.Kinda freaked me out frankly. :-\

Certain vehicles are built without VINs. Show vehicles, crash test vehicles, vehicles intended only for engineering purposes, in-house testing, etc. Once they serve their puprose they are destroyed.

Certain vehicles are built without VINs. pre production concept Show vehicles, car is in production and I'm pretty sure the Feds want actual VINed production cars for finalcrash test vehicles, vehicles intended only for Raptor development is stalled engineering purposes, also not on the Raptorin-house testing, etc. Once they serve their puprose they are destroyed.
I driven many pre production Ford, GM and even Porsche that don't have numbers, hand etched numbers and even blank VIN plates. Once a car is in production the all get VINs Even the 5-10 they test final assembly with - just for the simple fact of them being able to be easily tracked within the company.
They could have been scheduled to go to SEMA builders but those are generally regular production ones that get sold for $1 - the free truck is the builders pay for modding it. Ford won't VIN their race cars like the FR500 (with a 17 digit number) but I haven't seen a Raptor race program. Ford has gotten really strict in the past 10-15 years on cars actually being crushed. I know a Ford VP who goes to the crusher, pries the VIN plates off and photographs the cars being destroyed.
