correct wheel it appears with the DIL valve stem cap. The trunk pic is missing the jack, handle and J-hook  with wingnut. Tire is the correct 7.35x14
 Here is a double valve stem type in pics below that was used later in the 70s by Ford.

Was the spare tire/jack/handle tie down process done with the usual J hook/wingnut or was there a "strap" that went over the tire-for '69

No strap, there is a hook.
