For '67, could a buyer order a Magstar as the spare-as a factory option that is.

Cars that came from the factory with Magstars came with came with 5 Magstars.

Not a exception but there were times that dealers would switch wheels to satisfy a customers request in which case the spare which typically in the case of switched wheels was a hubcap car having deluxe wheels added could have a steel wheel spare. Reasonable expectations in concours would be that some type of reasonable proof/evidence that the wheels were changed prior to first customer taking delivery.
