I'd put this in the play stupid tricks category. Cops park in a quiet spot to write reports - and enjoy their donuts. I can guarantee he pulled his gun before he hit the lights. Back in my cop shop days one of the first things they taught you was to be leary of anyone approaching your car and to anticipate the worst.
